BRIEF HISTORICAL PROFILE OF MAPSA

 


1950's - the idea of unifying the archdiocesan and parochial schools in the Archdiocese of Manila under one umbrella organization was conceived.

1956's - the Archbishop of Manila, Rufino J. Cardinal Santos, appointed the first Committee of Archdiocesan priest to act as a Board and to lay out policies for the organization.

1960's - a decree was promulgated which created the Manila Archdiocesan and Parochial Schools Association (MAPSA) , followed by the ratification of its Constitution November 16, 1960. A School Superintendent and Supervisor were appointed who conducted school visits as well as helpng upgrade the standard of the system.

1962 - the Archdiocesan School Board was created with Msgr. Pedro N. Bantigue as chairman and five priest as board members. committees were formed to implement the following objectives: (1) school visitation and assistance, (2) develop a Religion textbook, and (3) religious education program for the faculty.

1967 - Msgr. Justino C. Cruz was appointed as chairman of the Archdiocesan School Board. School membership increased from 29 to 38. The MAPSA Administrative Handbook was promulgated.

1968 - a joint resolution was enacted to bring about an extensive program geared to professional and religious updating of the faculty and Administrators through seminars, workshops and conventions.

1974 - Auxiliary Bishop Gaudencio B. Rosales. D.D., was appointed as a chairman of the MAPSA Executive Board in January 1974. The Archdiocesan Board was Phased out.

1975 - the MAPSA Secretariat Office was established in Room 205 of the Pius XII Catholic Center on March, 1975.

1980 - Auxiliary Bishop Leoardo Z. Legaspi, O.P., D.D., took over the chairmanship of the MAPSA Executive Board on February, 1980.

  • The member schools were divided into six school districts and each district was headed by an area chairman.
  • Chairmen for religious formation and faculty development were appointed to look into the various training programs in their respective fields.
  • Publication of Manual of Accounting and Management Information system and the Organization Planning and Design Manual.

1982 - a comprehensive Administrator's Handbook containing policies governing the MAPSA Educational System was approved on April 16, 1982.

1984 - Auxiliary Bishop Manuel C. Sobreveñas, D.D., was appointed chairman of MAPSA on January, 1984.

1985 - the number of member schools rose to 57 including the 12 schools in the Diocese of Antipolo and the 3 schools fro the Diocese of Malolos.

1990 - the MAPSA Office moved to the Arzobispado de Manila Building Intramuros.

1993 - Rev. Fr. Gerardo O. Santos was appointed chairman of MAPSA. In his first Annual General Assembly, Fr. Gerry delivered his five point agenda for the association namely:

  • to strengthen Religion as the core of the curriculum;
  • to intensify the spiritual formation of the school community;
  • to upgrade the instructional standards of the teaching personnel;
  • to strengthen the corporate structure of the schools; and
  • to review and revise the MAPSA Norms an Policies.

MAPSA as an association became a member of the Catholic Educational Association of the Philippines (CEAP) and of the Center for Educational Measurement (CEM).

1995 - the Revised Edition of the MAPSA Norms and Policies was published.

1996-1997 - as an Association, MAPSA moved towards the professionalization of its structure and services

  • Approved PCM II Resolution for MAPSA to take the lead in servicing the educational needs of the other Dioceses belonging to the Ecclesiastical province of Manila.
  • The enrollment of 28 priest directors in graduate educational management programs of De La Salle University (14 finished MA) and priest are finishing the academic requirements of doctoral program. - first Batch
  • The enrollment of second batch of MA Students (3 priest directors and 24 lay principals and coordinators; program is half-way through)
  • Development of proto-type management handbooks for use of member schools: Administrative Manual; Faculty Handbook; Student Handbook; Financial Operating Manual; Personnel Handbook (Administrative Services)
  • Creation of Commission and Committees to provide and coordinate technical services for school members; such financial management, linkages, first commission Tertiary Education; (Circular/Instructional Services)
  • Legal Audit of all MAPSA schools; (Legal Services)
  • Instructional audit and visitation of all MAPSA schools for future planning and development;
  • Selection of a pool of consultants to assist MAPSA schools (Finance, Instruction, MIS, HRD) - (Consultancy Services)
  • Fine-tuning of MAPSA Retirement Plan (Retirement Plan Services)
  • Review and restructuring of MAPSA organizational structure to include update of Vision-Mission Goals; redefinition of Criteria Membership; MAPSA as a Federation of Intra-diocesan schools (Strategic Alliances)
  • Leadership and Coordination of the National Catholic Education Congress (CEAP Services)

1999-2000 - the year 1999 was a year dedicated to the Father. The Father of Jesus and our
Fathers as an association of diocesan and parochial schools in the Archdiocese of Manila, the dioceses of Antipolo, Malolos, Imus and the Apostolic Vacariate of Palawan.
